A noticeboard is a special news page on the Vistua Hub, which contains status messages and announcements. These pages are used instead of the obsolete-but-still-popular cork-based variety because Adam-7 has no thumbs and thus cannot manipulate tacks.
Noticeboards are used as an extension of the existing Vistua Status Updates service at Twitter. The Twitter feed was introduced because many announcements did not justify a full News & Notes story. Some announcements fit in-between Twitter updates and N&N articles in length and these are what end up in the noticeboard.
It is not necessary to subscribe to noticeboards, they do not even offer feeds. All notices will be announced on twitter, so if you follow @vistua and/or subscribe by RSS you will receive updates about notices that way.
"Noticeboard" could also refer to a BBS, an archaic modem-based electronic forum, see Wikipedia:Bulletin_Board_Service for more information on this historically important medium.
