Note, the name/title of this page is "OpenBox" due to a name-space convention of Wikis. The actual name of the software is spelled without camelcase: "Openbox".
Openbox is a minimalist Window Manager written in C for X11 on Unices. Openbox provides window decorations and window-handling (policy) as well as a basic desktop menu.
Unlike full featured desktops such as KDE or GNOME, Openbox does not provide many basic parts of a desktop environment such as a file-manager, basic utilities or even wallpapers and desktop-icons. Openbox is small and lightweight and in keeping with classical UNIX traditions---therefore these functions are delegated to other applications.
Vistua machines provide Openbox as an emergency fallback option in case a problem develops with KDE or KDE's window manager Kwin, and as an alternative to resource-expensive desktop environments for users who prefer that.
